An international study of government municipal websites has named Toronto one of the best cities in the world thanks to its easy-to-use site. The survey, Digital Governance in Municipalities Worldwide, was conducted by the E-Governance Institute in the School of Public Affairs and Administration at Rutgers University-Newark and the Department of Political Science at Kent State University for the period of 2011-2012.
In past years, Toronto made the list of top 20 cities in overall digital governance, but between 2009 and 2011 the city jumped from tenth to second in the world, with Seoul, South Korea taking first. Aspects that make up the overall score include usability, content, and service delivery for which the City of Toronto respectively scored third, first, and fifth worldwide. Toronto did not make the cut for other ranked factors, like privacy and security as well as citizen and social engagement, but according to Councillor Paul Ainslie, the City already has plans to work on those areas.
